Özet

Filyos Vadisi Projesi Zonguldak’ın Çaycuma İlçesi sınırları içerisinde yapılacak olan, bünyesinde Filyos Serbest Bölgesi, Filyos

Endüstri Bölgesi, Filyos Limanı ile birlikte diğer sanayi alanları, depolama alanları, konut dışı kentsel çalışma alanları ve çeşitli

taşkın koruma yapılarını içeren entegre bir kalkınma projesidir. Bölgesel nitelikli olan ve kamu yatırımlarının yanı sıra özel

sektör yatırımlarını da içermesi beklenen bu proje ile birlikte Zonguldak ilinin yanında Karabük ve Bartın illeri de doğrudan

etkilenecek ve gelişme kaydedecektir. Bu çalışma ile Filyos Vadisi projesinin kapsamı, tarihsel gelişimi ve mevcuttaki durumunun

yanında projeden beklentiler ve projenin bölgeye etkileri incelenmiştir.

Böylesine büyük ve önemli bir proje doğal olarak bölgesel kalkınmanın da anahtarı rolünü üstlenmiş gözükmektedir. Bağımlı

istihdam yapısı ve sektörel çeşitlilikteki sıkıntılarıyla başa çıkmaya çalışan TR81 Düzey 2 Bölgesi (Zonguldak, Karabük, Bartın)

etki sınırları geniş olan ve bölgenin geleceğini değiştirecek olan Filyos Vadisi Projesine odaklanmıştır. Filyos Vadisi Projesi bölgeyi

sanayi, ticaret ve lojistik üssü haline getirerek bölge ekonomisine önemli katkı sağlayacaktır.

Filyos Vadisi Projesinin hayata geçmesi doğrultusunda bölgenin bazı kesimlerinin serbest bölge ve endüstri bölgesi kabul edilmesine

ilişkin kararlar Resmi Gazetede yayımlanmıştır. Bu kararla birlikte Osmanlı Padişahı 2. Abdülhamit döneminden (1876-1909)

itibaren hayata geçmesi beklenen Filyos Projesi için ilk adım atılmıştır. 100 yılı aşkın süredir hayal edilen proje kapsamında

Türkiye’nin en büyük limanlarından biri olacak 25 milyon ton/yıl kapasiteli Filyos Limanı’nın inşa edilmesi planlanmaktadır.

Abstract

Filyos Valley Project is an integrated development project that includes Filyos Free Trade Zone, Filyos Industrial Zone, Filyos Port

and other industrial zones, storage areas, urban planning areas outside the housing and various flood protection buildings within

the borders of Çaycuma, a district of Zonguldak. By means of this regional project that is expected to attract both private invest-

ment and public investment, Zonguldak as well as Karabük and Bartın will be directly affected and developed. In this study, the

scope, historical development and the present state of the Filyos Project are analyzed. Moreover the project’s affects on the region

are discussed and the expectations from the project are examined.

It is no doubt that such a grand and important Project has undertaken the key role for regional development. TR81 Nuts 2 Region

(Zonguldak, Karabük and Bartın) which is dealing with the dependent employment structure and problems with the sectoral

diversity has focused on the far-reaching Filyos Valley Project that is expected to change the future of the region. Filyos Valley

Project will contribute to the region’s economy through transforming it to a industry and commerce center as well as logistics base.

As part of the Filyos Project’s implementation, the decisions in line with accepting some parts of Filyos as free trade and industrial

zones have been promulgated through Official Gazette. By means of these decisions, the first steps for Filyos Valley Project which

was expected to be realized since the Ottoman Sultan, Abdulhamit II. Period (1876-1909). Within the scope of Project that is

dreamed for more than a century, it is planned to construct Filyos Port which will be one of the largest ports of Turkey and will

have the capacity of 25 million ton/year.
